Hi. Legality of unschooling in Virginia?

I have a 4 and a half year old girl and a 3 year old girl. My oldest went into early intervention at 17 months because she was NOT talking at all, no eye contact, didn't play with other kids, wouldn't initiate hugs, etc. She did well, entered spec ed preschool, did even better, blah blah blah......Public school is great right?
