since i don't sell items for children, i guess this one went under my radar. but now that i've found it i want to spread the word. i'm not so good with the words when it comes to legal schmegal stuff so i'm gonna leave it to one of the best posts with helpful links that i've found so far:

Even if you don't make or sell them, presumably you buy them. ;)

As it stands now (and the CPSIA HAS passed into law, the CPSC is just trying to determine how to enforce that law), it affects ANY consumer good that is intended (by labeling or "common knowledge") for children under the age of 13 - whether sold new, used, or as vintage/collectibles; whether purchased from a garage sale, thrift store, Target, Walmart, eBay, etsy, etc. etc. etc. Everything for kids - books, posters, clothing, video games, toys, jewelry, science kits, etc. It even calls charitable donations of clothing (such as knit hats for babies in the hospital, or the Linus project) into question.

It's pretty scary, especially to those of us who make our living selling things intended for children. Even without that, tho, children's goods are expected to rise in price by 15-50%, and a lot of re-sale shops are planning to close their doors.

Hopefully they'll figure it out all soon. The current USA (and possibly global) economy can't handle the repercussions from this, if the law stands as it is now. Some are even calling Feb 10 "National Bankruptcy Day".
